The European Commission has aggrieved most everyone with its long awaited plan to regulate hedge funds - and, for that matter, all previously unregulated types of investment, including private equity. Its targets resent being regulated in the first place, arguing that they were not the root cause of the financial crisis. Yet some governments think the EU’s stance is too lax. This doesn’t mean the commission has failed. In fact, this could be a sign that it has got the balance right.
